NBFM audio level low WRT other modes

When using NBFM, the audio level seems to be significantly lower than that produced when using other modes.

I have to set the volume to 100% for NBFM, but typically only 10% - 20% for the others.

I suspect in needs to have separate WBFM and NBFM mode settings.
